  I'm sure it is your ISP.  Who is it?  Try turning on tcpdump on the
connection.  Sometimes when a router is filtering packets you get back
an ICMP message of some sort.  I had this problem with a ISP blocking
rlogins, keeping us from being able to rsh into the work CVS servers.
Grrrr....

  The funny thing is that even after we showed them the packets being
sent from their routers, the ISP *still* didn't admit that it was
their fault.  Eventually, we recompiled a new rsh to use a different
port and get around the blocking and told cvs to use that rsh instead.
What a headache.  (in retrospect, we probably shouldn't have been
using rsh with cvs at all, but that's a whole other issue)
