FWIW, for OpenOCD the issue was resolved by creating a support ticket with SF.net with the following contents: "Hello, For the OpenOCD project mailing list I'm trying to follow best practicies as recommended by [2]https://seanthegeek.net/459/demystifying-dmarc/ . I want all messages to be sent as is, without any additions or munging, and that way they won't be failing DKIM test and so DMARC shouldn't be a concern. However, the server config doesn't allow me to set dmarc_moderation_action to Accept with "Error: dmarc_moderation_action must be >= the configured default value". Please consider allowing list admins to do the right thing. Thank you. " their (eventual) response was " Hello, Our team set all your project's lists to "Accept" like you wanted. The only thing to keep in mind is not to update the mailman settings on that page. Bacause it it will change back to it's previous configuration.
