RaiMan proposed the following answer:
since rc2 there is a new environment option for Windows to specify,
where the Sikuli installation is located, if it is not installed in the
standard place: %SIKULI_HOME%

This might help, since the problem arises because during the Sikuli init
phase the respective dll's are copied to a temp folder in your error
case, which should normally not be.
