Why would you just not hire someone as a part-timer then? Or casual?
Or negotiate a retainer with a designer where they will "bank" the
hours you pay for?

Isn't a shared hire really just someone with two part-time jobs after all?

I'm a freelance developer and I can tell you that instability can be a
two way street. I'd be open to a part-time job with the right
employer, provided I could continue freelancing in a sensible way (ie
not directly competing, but not unfairly restricted either). Doubly so
in the current economic climate.
