I've never tried this but it strikes me that using paypal directly and
then using an email client with autoresponder rules could be a quick
way to boot strap this. When you get a paypal fulfilment email just
setup an autoreply to send the person the pdf. Or else getting someone
to do a little coding to do the same thing via a paypal http callback
would also be pretty cheap. Or pay someone for 1 hour a day to send
out the pdfs via email :)
