Generating certificates is actually a pretty trivial task. What you pay for when you buy one is the ancilliary services - the "trust" you get from a recognized Certification Authority and the integrity of its issuing process.
There's an opportunity, I believe, to re-purpose the whole SSL "web of trust" system towards other digital age issues.
