We recently went through the process of registering ourselves with the immigration department as an approved business sponsor, and it wasn't all that difficult. We needed to be able to demonstrate the amount we invest in learning & development for our employees (which is super- high, we're a start-up after all), but that was about it.
I think the more major challenge for startups considering sponsoring an employee is evaluating and finding the right person. It's a lot easier to assess someone when you can interview them in person, and even get them to do some trial work for you, which is a lot harder when hiring from overseas. In our case the guy we were bringing on board had already done some contract work for us so we knew he was good. This seems like a common and sensible approach -- I was chatting to an Irish guy at SydJS last night who had been sponsored by his (startup) company after he had done some work for them in Ireland first.
