Since you're wholly responsible for what your outsourced code does it's a defacto requirement that you have that code reviewed by someone on Australia with whom you have a legal contact. I guess you could hire a domestic developer to act as a project manager and oversee the outsourced development which would be cheaper overall.
I also agree with others in that any code you outsource is liable to be recycled -- either you could get recycled code, or the code you pay for could be taken from elsewhere -- so if you're working on anything proprietary make sure you spread development across enough overseas developers that the functionality each has is extremely limited.
