I think the Aus government is incredibly generous to startups if you 
consider

   - IIFF
   - Commercialisation Australia
   - R&D Tax Incentive
   - EMDG
   - Australian Technology Showcase

The only areas where government intervention would help are:

   - Changing how share options in startups are taxed
   - Encourage superannuation funds to invest in venture capital

The big issues in Australia are the small market size, distance from major 
markets and lack of upstream exit opportunities, none of which the 
government can change.
