Depends. Look at the case of that girl who got raped by a beat cop on Marine Drive.
The police moved really fast on that one - but well, there was lots of public pressure and media glare on them for that, that'd not normally be present if it was a beat cop doing something that's increasingly regarded as a usual behavioral pattern .. trying to shake people down into paying him 50..100 rupees for "chai paani" (tea and water - or is it chicken and beer)?
