The red juice in a rare steak is not blood. All the blood of beef has been drained after the animal has been killed. (This is also required to satisfy "halal" and "kosher" requirements anyway.)

The liquid you see is proteins suspended in water. The red colour comes from myoglobin, which denatures as the meat cooks and gradually turns to brown.
