Thank you for the link. I will probably take my time reading the draft act.

But please tell me, how can civil society get involved at this stage?

I have found the police dept in our local area in Bangalore to be the most 
responsive compared with the Corporation or other officials - though the 
effective use of the right to info act and other pressures seem to be working 
on the corporation as well.

The way I see it - the police:population ratio in India is probably far 
smaller than that in most civilised nations, and salaries are designed to 
encourage corruption (apart from "civil" society in India who are always 
ready with bribes).
