So that someone else will not walk out comfortably with the bank's money. In

Twenty thousand - or even one lakh hurt only me or you. It is the 1 crore plus 
theft that hurts the bank. The bank is protecting itself and it values itself 
more than me, and it probably also values the customers who hold 1% of their 
1000 crores as depoists in the bank more than it values my custom.

A thought occured to me - i.e the banks may well be insured against 
robbery/burglary. Typically it is the insurance companies that demand visible 
measures
