this is quite true.... especially when you have small local ngos competing with bigger foreign ngos for the same basket of funds... i have seen the rather unfortunate trend of bigger foreign ngos netting the money, and then disbursing it out to local Ngos, a kind of sub-contracted benevolence.... (I dont believe this is neccessarily true in india.... afaik, i have not seen a strong visible presence of global ngos....) (though personally i am against all foreign aid in any form.... funny enough, i like the chinese model of doing business and investing in africa... )
