Those apply to private individuals, typically without medical
training. The reason for them is to eliminate the previous precedent
based situation in which an ordinary person encountered more risk in
attempting to help an accident victim than in leaving them to die.

US doctors have the issue that they're covered by medical ethics
guidelines and by their oaths. Their situation is unrelated to the
so-called Good Samaritan laws.
