What you overlook is the fact that people are contagiuus before they feel the symptoms.

It would be an outbreak that dictates a quarantine to stop it from becoming an epidemic.
 If vaccination stops outbreaks, it's a non issue.
Those who are called upon to decide, will decide and, in their absence, those who feel threatened will decide like a lynch mob, right or wrong.

I, on the other hand, would advocate the quarantining of all of the
people who actually evidence symptoms of said disease - and would
strongly urge those whose immune systems are compromised - whether
through poor lifestyle choices, lots of vaccinations, or some
combination thereof - to stay home, and away from other people.

Vaccination or nonvaccination would be irrelevant...

I'd still like to hear why people who believe in the safety and efficacy
of vaccinations (and therefore are vaccinated themselves, right?) are so
afraid of the unvaccinated.

Question is, is it possible to vaccinate very many?
In some cases, not possible to vaccinate ANY...then, only essential personnel. "If" the H5N1 pops up, that will be the case for most for almost a year and many for several more years. With modern vectors, it's not likely anything can be done before the trucks stop running...and the soon to be ill [not knowing they are] had best not be driving them, thereby being part of the vector.
