Like I said... this is NOT a specific delegation of authority...

Read the debates (Federalist, Anti-federalist, Elliots) on the Constitution... this mention of 'general Welfare' doesn't mean ANYTHING like what you seem to think it means... otherwise, what would be the point of all of the specific delegations that follow?
