THAT's the issue, not what the military may or may not be doing on base.... but the actual effects off base.
Now, you have to prove YOUR allegations.
No sloppy science or you'll get laughed out of court.
If you do detect radiation in the air, it may or may not be coming from DU rounds or even from the base.
 There are many other sources possible, especially in a volcanic region.
Test both upwind and down wind of the base and get the difference...for starters.
