Why do you think the term "Per Cent" exists ?
I fear you are getting into "Fuzzy Logic" and cannot even define it.
It is a science, I am not talking about peoples brain, even though
some of them are fuzzy.
Many words can only be defined with Fuzzy Logic,
nothing more, nothing less.
Recent history dates back to 1965, when Lotfi A. Zadeh redefined it.
Early history dates back to Plato. Aristotle, and beyond.
Interesting that the USA would not accept it but some other countries would.
I studied it long ago and even purchased a "developers kit" for Fuzzy Logic.
Some things in the world today, can only be defined with fuzzy logic, and
other things can only be controlled with it. Awesome and Powerful it is !
It is a complex set of rules, but you can make more rules.
Actually you have to define the rules as you write equations and
statements that are
in fact rules.
It appears more like a "programmers language: to me than anything else.
Many of our great ancient philosophers and scientists attempted to
define it, but
Lotfi A. Zadeh seemed to be more successful. ( a recent, 1965 definition )
Why people are concerned with things they do not know, things they
cannot understand,
and are not willing to study 1000 or many thousand hours to learn is beyond me.
Forget what you do not know and cannot understand, .......... or go about
making the positive steps required to understand it.
Not a small hill to climb.
