Nick, Marshall,

CS by attaching to peripheral proteins on the cell wall of bacterium
alters the operation of these proteins in their modulation of cellular
processes. This may include the ability to manufacture useable energy
(called suffocation). The silver may cause other problems for the
bacterium such as a breach in the cell wall, by modifying the integrity
of the bonds which hold it together.
It matters little to the silver ion whether the bacterium is aerobic or
non-aerobic, as both have negative and positive charged regions upon
their surfaces.
The process is a normal oxidative reaction (transfer and sharing of
electrons). Silver may also have a catalytic action in the right
circumstances, but this is by no means the only or perhaps even the
major path by which silver disables bacterium.

If silver can contact the tetanus causing bacterium then it will
probably disable it.
