James: There's a whole branch of science and several industries built around surface chemistry. Such surface interactions can be controlled, and studied, supported by very sophisticated chemical theories and equipment. So you should be able to make a normal saline without reacting with the particles; whether the salt will affect the efficacy of the sol, I don't know. Practical experience seem to indicate that it still is potent.
