Are you sure?  What is important is the temperature differential between the
water and the plastic, not the absolute temperature.  Sure if the
temperature is higher overall, the rate of production would be higher, but
it should still work.

As long as the water is not frozen, it should work.  You do get dew on the
ground at night, right? If so then the solar distiller works by the same
principle.
