Silver comes off the anode, not the cathode. The direction of electron flow is irrelevent in this context. There is little if any electron flow in the water, it is virtually all ion flow, and usually the ion flow is about the same in both directions. O moves one direction and OH moves the other direction. In the case of silver, the silver is positively charged when it leaves the electrode, that is it has lost an electron, and moves toward the negative electrode. Thus it comes off the anode and moves toward the cathode. Marshall
