It's not a hard and fast rule.
 Depends on how it's made and how strong.
20 PPM will generally have a higher percentage of the silver in particle
form than 15 ppm.
 5- 10 PPM may not have any or very few.

Also, if the particles are larger, the 'number' of particles will be
smaller but the percentage of the silver in particulate form can be larger.
