Absolutely. I watched the newest "Around the World in 80 Days" yesterday, and
in that movie, it was as bad in the 1800's in London as it is today.  A few
top appointees controlled science completely, even resorting to attempted
murder to maintain the status quo.  At least in the movie they got their due.
