You've heard the phrase, You can't squeeze blood out of a turnip?
 Take em to court, pay a laywer, miss a days work, get a judgement and they
get ten years to pay or go to jail for contempt for  30 days...if...you
complain after that ten years is up and they can find em easily.
 Jail time doesn't pay you, but it does feed them 3 squares a day...and you
get to pay for that too.

 People who have nothing to lose live on a different planet than those who
do. [Too poor to pay attention?]

If you meet someone who doesn't have liability insurance while driving a
deadly weapon in public, they have already  proven that they're not prone
to being responsible, be it because they can't afford to be, and/or they
just don't care.
 Either way, that's why the uninsured motorist insurance.

 A defensive driving course is a good investment too.
 You learn to trust physics over law and 'look' up the intersections for
odd velocities within the 'cone of influence' [which 'you' can alter]
before entering?
 That red light doesn't mean a thing to a bullet...or a car that's driving
itself 'cause there's some nut loose at the wheel.
 Laws may make you pay after being dumb, but they never made anyone smarter
before hand.

 The cost of checking up on you would raise the price of the tag...probably
double.
  Gov't can't do anything cheap. It costs a dollar to save a dime and 2
dollars to give one away.

 Best bet is to live in the world you live in and keep one eye open for the
tigers at all times.
