government recommends it as a non toxic, enviromentally friendly herbacide,
and another one makes it illegal to sell as a herbacide because it is not
"approved" which of course means it cuts into the profits of the chemical
companies that are hawking poisonous enviromentally unfriendly poisons

As strange as it might seem, the LEGAL definitions for pesticides and herbicides require that the substances being registered as such are poisons. Vinegar is not legally regarded as a poison, which is why it can't legally be called an herbicide or registered as one.
