Using a CMS, like Drupal, works great when you have multiple editors, especially when those editors do not lean toward the technical end. It saves a load of time dealing with user accounts, permissions, file management, etc... If it's just yourself, or very few tech minded editors, I agree, a simple text editor works great. If you like coding (java, PHP, perl, python), it doesn't seem too hard to write an online form that manipulates the xml file directly. Of course, I say that now but I still can't find the time to do it!
