As you write, I think macjordomo only sends once. And when SIMS receives the message for sending out, it should be noted in the logs if it needs to TRY more than once. Can you identify in the SIMS log the message ID of that list message? The message should be kept if it can't be sent immediately, and SIMS should try again later (this delay can be set in the web admin screen for SMTP). I don't think SIMS would send to all 1500 recipients again if one is not properly receiving. If nothing helps, can't you ask your recipient to send you all headers off all the 15 copies he's claiming to have received for analysis? Maybe this gives some more helpful information.
