I would suggest 2 upgrades: the Mac OS to 9.2.1 or 9.2.2 and SIMS to 1.8b8.

This may not cure your problems, but I can't imagine it making things 
worse. If memory serves me well (which it often does not) there were 
lots of problems with Open Transport on OS 9.0.4 and 9.1.

A few weeks ago I switched a server from EIMS 1.3.1 on OS 8.6 to SIMS 
on OS 9.2.2 and it has been as stable as a rock. Prior to the switch 
I was getting spontaneous quits of WebSTAR (also on same box) that 
drove me crazy.
