This may be apparent to many, but I am not so 
sure. Is the To header tag included in
the hash computation done by the proxy ?

Looks like there are 2 conflicting cases :

(a) If To header tag is included, then ACK
will map to a transaction different from the
corresponding INVITE.

(b) If To header tag is not included, then more than
one PRACK (assuming record-route is on) will map
to same transaction.

Am I missing something ? Should the inclusion of To
tag be conditional (based on request method) ?
Isn't it kind of ugly ?
