But that would mean that a spurious CANCEL from a third party
would cancel a call between any 2 parties !! Since CANCEL has the power
to cancel a call, isn't authorization for CANCEL very important ?

The RFC does not mention anything about failure responses for CANCEL
....so shouldn't a 401 be allowed ?
