You are misunderstanding the definition.
Call setup delay is the time between completion of dial to hearing ringback.
THis has nothing to do with the protocols, its a functional definition. That
gets mapped to SIP based on which mesages accomplish these functions. The
translation is simple; sending the INVITE signifies the end of dial.
Receiving a 180 ringing from the UAS is what is used to start ringback. So,
there is your answer.
