REGISTER is ill suited for the registration of gateways, for many reasons.
These are documented and discussed in:

http://www.jdrosen.net/papers/draft-rs-trip-gw-01.txt

This document discusses the use of a lightweight TRIP protocol for gateway
"registration". This has been accepted as a work item of the iptel working
group, which will be rechartering.
