yes. only for ACK and CANCEL CSeq is not incremented.

What happens if the Re-INVITE caused an error?  The error might have
been that the message was badly formed, and therefore the server will
not update the cseq state.  If the server will now send a new method,
it will be with a lower cseq than the state at the client.

here u means to say that the previous INVITE has not reached the server?
or the client has timed out for receiving the ACK?

I think there is some ambiguity regarding when to increase the cseq
number, and what to do with lower (or much higher) numbered messages.

you increase CSeq for every new transaction or request except for ACK and
CANCEL which use
the CSeq number of the acknowledged reply ( ACK) or cancelled request
(CANCEL). The server must copy the
CSeq value of the request in the corresponding replies.
