The answer to your question is yes.

Please note, though, that for some ISUP messages the T-MGC WILL map the
ISUP message to a 18x provisional response (see the ISUP-SIP draft for
more details). The ISUP-SIP draft currently does say that ALL ISUP
messages from the T-MGC will be mapped into 18x before the call is
established, but I believe it has been agreed that it will change.
