If the SIP Server processing the REGISTER also performs
the _logical role_ of a Registrar for the request it 
will respond 200 OK. If it wants to redirect the REGISTER
to another server it can put that servers address in
the contact header of a 3xx response.

There is nothing to say a SIP entity couldn't do so if it 
had a reason for wanting to. When doing this the SIP entity
is acting as a user agent client. Again these things are
all logical roles that SIP entities may perform.
