Actually, you can. A UAC can receive *provisional* responses without a tag
in the To; *final* responses MUST have a tag. Consider a proxy which
sends a "100 Trying" provisional response to the UAC; that responses will
not have a tag in the To.
It gets slightly more complicated when you consider reliable provisional
responses. In those cases, the 18x response will also contain a tag in the
To.
