Note: "send BYE instead of sending an ACK for a final response".  This is
                ^^^^^^^^^^^^^^^^^^^^^^^^^
what I was pointing out as being in error.  You MUST send an ACK.  The ori-
ginal poster wanted to know (I believe) if it was okay to send a BYE to a
call leg a UAC does not want to maintain, or if an ACK was needed before
the BYE.  Clearly, an ACK is needed before the UAC can issue a BYE.
