Can a SIP UA send and receive out of band DTMF digits if it does not support
rfc2833?

Not all RTP machines support rfc2833 and they still want to convey
out-of-band DTMF with other vendors. when working with voice codecs like
G.723.1 & G.729.
(equivalence for H.323 H.245 userInputIndication alphaNumeric element).
The INFO spec RFC 2976
Say:

1.1 Example Uses

      The following are a few of the potential uses of the INFO message:

      - Carrying mid-call PSTN signaling messages between PSTN
        gateways.

      - Carrying DTMF digits generated during a SIP session.

      - Carrying wireless signal strength information in support of
        wireless mobility applications.

      - Carrying account balance information.

But there is no specification of what is the standard way to do that.

This gives H.323 a huge advantage over SIP in the market.
