I'm implementing a SIP bulk call software that contains an simple SIP stack 
simulator(which only simulates some important principles of actual SIP phones). 
Regarding the INVITE server transaction diagram, I know that the 200 response to an 
INVITE is treated differently because it is handled end to end. However, for my 
application, I need only that the 200 "is" re-transmited, because the peer doesn't 
know which layer of my application really sends the response. So, my question is: is 
there any other reason that forces the 200 to be handled by the TU?  In other words, 
what is the demerit if the 200's re-transmission is handled by the transaction? Thanks!
