There is nothing that prevents a Redirect Server from also acting as a Registrar.

Why would an OPTIONS be sent up to a redirect server in the first place? If the OPTIONS needs to be redirected I suppose it would send back the appropriate redirect response but more likely the INVITE would be redirected and consequently it would be odd to send the OPTIONS up to the Redirect server for redirection. Once the INVITE is redirected, the OPTIONS would be sent to the new (previously redirected) location.

What does Max-Forwards have to do with redirecting requests? (Not a rhetorical question :-) )
