When you do:

C:\>ping 055.067.087.099
Pinging 45.55.71.81 with 32 bytes of data:

Look how the IP octets changed to octal because of the leading zeros.

Does any one of you knows a standard document that back this implementation
up?
If yes, please point me to it.

Or is it a Microsoft feature (or bug) in the address translation?

The reason I am asking is:
- Should I, or should I not trim the leading zeros before using an IP
Address?
