Proxies are not the right place to deploy a pre-paid service.  A B2BUA
is the correct element to establish a call between A and B and
monitor balances.  Since it is a B2BUA, it can initiate BYE or reINVITEs
as needed.  Of course, proxies may be used to do normal routing of
SIP requests initiated by the B2BUA or A and B.
