Hi,

   think the scenario below:

   | User A |--------->|  Proxy   |-------->|PSTN-GW  |
   +--------+          +----------+         +---------+

   User A is a sip phone ,and he want to call a PSTN phone, User A belongs to Proxy.
   User A forms the INVITE request this way :
    
   INVITE sip:123456@Proxy;user=phone SIP/2.0        <-- can not be "123456@PSTN-GW"
   Via:.....                                             User A has no information 
about
   From: User A@Proxy                                    PSTN-GW
   To:123456@Proxy     <------  "123456@Proxy" too
   .........


   Right ?
