The retransmissions of the final response are unaffected by the retransmission of the INVITE. The final response will retransmit until an ACK is received or the transaction Timer A fires.
 
In RFC2361 (unlike RFC2543), the retransmissions are not counted. They continue until  the timer A fires.

Let me refrase the Amihai's question:
The scenario is:
UAC ------> INVITE UAS
UAC <------ 200 OK UAS (Timer H started)
UAC <-------200 OK (retransmited) UAS
UAC ------> INVITE(retransmited) UAS

1.On receving the retransmited INVITE should retry mechnism start again ignoring what sent till now and timer H should be restarted when sending the OK?

If not:
2.On receving the retransmited INVITE you should immediatley response with 200 OK does this 200 OK is counted as one of the retransmissions

and the UAS should move to count the next interval (of the 200 OK retransmission)?

If the INVITE is a retranmission of the first INVITE you just continue
the 200 OK retransmission.
