But most phones get their IP address via DHCP and don't have a hostname in
DNS that stays the same. In this case they can't have a TLS certificate so
you can't form a TLS connection to them.

I and some others are trying to write a draft on the connection reuse
aspects of SIP and try and sort some of this out - I don't think it is well
defined yet.
