Hi,

How should a registrar handle out-of-order REGISTER request?  RFC 3261,
in section 10.3, states that 

"... the registrar compares the CSeq value. If the value is higher than
that of the existing binding, it MUST update or remove the binding as
above. If not, the update MUST be aborted and the request fails."

So, should the registrar simply ignore and discard the request or send
back a 500 response?
