It is clear that any request (that is sent outside of an existing dialog) can be redirectect. Both user agents and proxies need to be able to respond correctly to 302 responses to any request, including REGISTER requests. Of course, since user agents can already redirect INVITEs, it is not much extra work for them to redirect REGISTERs as well.
