The draft draft-sparks-sipping-dialogusage-01 (Section 3.5 ) specifies the target refresh requests as follows:
"The currently defined target refresh requests are INVITE, UPDATE, SUBSCRIBE and NOTIFY (clarified
in a bug against RFC3565) and REFER (clarified in a bug against RFC3515)."

Are you sure? A thread some time ago

says they're not, quoting issues with shared dialog usages
Perhaps the interpretation should be that there is a contact per dialog
usage?
